Job Responsibilities

  • Setting standards for programme performance planning and monitoring: Clear and practical standards, tools, and guidance for programme performance planning and monitoring are developed and applied across field-level interventions, ensuring consistency and alignment with national and UNICEF frameworks.
  • Situation Monitoring and Assessment: A collective system for situation monitoring and assessment is operational, enabling UNICEF and partners to access timely and accurate data on the conditions of children, women, and families in Cabo Delgado. This data informs planning, advocacy, and programme adjustments.
  • Programme Performance Monitoring: Field-level programme monitoring is conducted regularly, with quality data collected and shared in coordination with relevant stakeholders. Progress toward annual and multi-year results is tracked and reported, contributing to evidence-based decision-making.
  • Monitoring Capacity Building: Capacities of UNICEF staff, government counterparts, and civil society partners in Cabo Delgado are strengthened through training, mentoring, and technical support. Monitoring practices are improved to meet programme and emergency response needs.
  • Coordination and Networking: The Field Office is linked to wider national and global UNICEF developments, in a way that all contributes to and benefits from organizational learning on effective monitoring.

Educational Qualification

  • Bachelor degree in any discipline

Other Educational Qualification

  • Education: A university degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research is required.

Skills

  • Professional work experience in programme development and implementation including monitoring and evaluation activities as follows: A minimum of 2 years of relevant professional field work experience is required.
  • Language Requirements: Fluency in English and Portuguese is required.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. 
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or local language is an asset.
